This bill mandates the Department of Banking and Insurance (DOBI) to create an integrated enrollment platform that connects the State-based health insurance exchange with the NJ FamilyCare program. The current law allows the Commissioner of Human Services to propose federal funding for integrating the Medicaid eligibility platform with the State-based exchange but does not require the completion of this integration. The new legislation stipulates that DOBI, in collaboration with the Department of Human Services, must ensure the integration of the State-based exchange with the Medicaid eligibility platform, facilitating individuals' ability to determine their eligibility for various health benefits plans, including those under the New Jersey Individual Health Coverage Program and the NJ FamilyCare program.

Additionally, the bill includes provisions for the Commissioner of Banking and Insurance to standardize plan designs for offerings on the exchange and establishes an advisory committee to assist in the operation of the exchange and the implementation of the New Jersey Easy Enrollment Health Insurance Program. The advisory committee will consist of various ex-officio members, including commissioners from relevant departments and six public members with expertise in health insurance and related fields. The bill is set to take effect immediately upon passage.
