This bill establishes a Firearms Storage Grant Program within the Department of Law and Public Safety (DLPS) to encourage licensed retail dealers to offer off-site storage for firearms, particularly for owners concerned about suicide prevention. The bill allows retail dealers to enter into firearm hold agreements with firearm owners, enabling them to temporarily store legally obtained firearms without requiring the owner to obtain additional firearms purchaser identification cards or handgun permits. Additionally, the bill stipulates that retail dealers are not liable for loss or damage to firearms stored under these agreements, except in cases of willful or wanton misconduct.
To support this initiative, the bill appropriates $300,000 from the General Fund to the DLPS for grant funding, allowing retail dealers to apply for grants of up to $5,000 to cover costs associated with acquiring firearms storage units. The Attorney General is tasked with submitting annual reports to the Governor and Legislature on the program's implementation and effectiveness, detailing grant awards, recommendations for the program's continuation, and the status of unexpended funds.
