This bill amends existing legislation to increase the traffic threshold for the installation of speed humps on certain local streets without requiring approval from the Commissioner of Transportation. Specifically, it allows municipalities and counties to construct speed humps on two-lane and one-way residential streets with a posted speed limit of 30 mph or less, provided that the daily vehicle count is fewer than 4,000 vehicles per day for speed humps that have a flat top of at least 10 feet, such as speed tables. This change applies to both general installations and those undertaken in conjunction with road construction projects near schools.
Additionally, the bill stipulates that municipalities and counties can implement traffic calming measures, including speed humps, in business districts under similar conditions, while ensuring compliance with relevant traffic control specifications. It also requires that prior notice be given to adjoining municipalities or counties if the construction of a speed hump impacts their roadways, and mandates that approval from the commissioner is obtained if the construction affects a State roadway. The bill is set to take effect immediately upon passage.
