This bill authorizes the creation of woman veteran license plates in New Jersey, featuring a design that includes a silhouette of a woman veteran saluting against an American flag background, along with the words "Woman Veteran." The Chief Administrator of the New Jersey Motor Vehicle Commission (MVC) is tasked with issuing these plates upon proper application, which must include proof of veteran status and a $50 application fee, in addition to standard vehicle registration fees. An annual renewal fee of $10 will also be required. The bill establishes the Woman Veteran License Plate Fund, into which the additional fees will be deposited to support organizations that assist women veterans.
Furthermore, the bill stipulates that no state or public funds will be used for the initial costs associated with the program, which include designing, producing, and publicizing the license plates. Instead, the New Jersey Department of Military and Veterans Affairs is required to contribute up to $25,000 in non-public funds to cover these initial expenses. The MVC will not begin the program until it receives these funds and at least 500 completed applications for the plates. The provisions of the bill will not take effect until 13 months after the necessary conditions are met, and it will expire if those conditions are not satisfied within 12 months of enactment.
