This bill mandates the New Jersey Transit Corporation (NJT) to establish a two-year pilot program aimed at equipping every light rail train set operating in the southern part of the state with opioid antidotes to address potential opioid overdoses. The program will involve obtaining and distributing an adequate supply of opioid antidotes, maintaining secure and accessible storage locations on each train that will alert the train operator in case of an overdose, and ensuring that each location is stocked with at least two doses of the antidote. Additionally, the locations will be clearly marked in both English and Spanish, accompanied by informational cards on recognizing and responding to opioid overdoses.

Furthermore, the bill outlines the responsibilities of authorized employees and contractors, which include performing routine checks on the antidote supplies and maintaining records of their usage. However, it specifies that these individuals are not required to administer the antidote or undergo specialized training for its administration. The NJT is also tasked with preparing a report on the pilot program's effectiveness and recommendations for a potential statewide implementation, which must be submitted to the Governor and Legislature within six months after the program's conclusion. To support this initiative, the bill appropriates $100,000 from the General Fund to cover implementation costs.
