This bill mandates the New Jersey Transit Corporation (NJT) to establish a two-year pilot program aimed at equipping every light rail train set operating in the southern part of the state with opioid antidotes to address potential opioid overdoses. The program will involve obtaining and distributing an adequate supply of opioid antidotes, maintaining secure and accessible storage locations on each train, and ensuring that these locations are stocked with at least two doses of the antidote. Additionally, the bill requires that the storage locations be marked with signs in both English and Spanish, and include informational cards on recognizing and responding to opioid overdoses. Authorized employees and contractors will be responsible for routine checks and record-keeping related to the opioid antidote supply, but they will not be required to administer the antidote or receive specialized training for its use.

To support the implementation of this pilot program, the bill appropriates $100,000 from the General Fund to NJT. Following the two-year period, NJT is required to prepare a report evaluating the program's effectiveness and making recommendations on whether to adopt a permanent statewide initiative. This report must be submitted to the Governor and the Legislature within six months after the pilot program concludes. The bill will take effect six months after enactment and will expire upon the submission of the required report.
