This bill establishes a Fire Station Rehabilitation and Maintenance Code aimed at ensuring the safety and sanitary conditions of fire stations in New Jersey, particularly for firefighters who may be exposed to hazardous substances. The code mandates annual testing for harmful materials such as asbestos and mold, with stricter testing requirements for older fire stations. It also requires the installation of HVAC systems with HEPA purification and the inclusion of detoxification steam rooms in fire stations. Additionally, the bill outlines the responsibilities of paid and part-paid fire departments serving populations over 300,000 to replace fire trucks every 10 to 15 years and perform necessary maintenance, with reimbursement provisions of up to $10 million for these costs.

To support these initiatives, the bill creates the Fire Station Rehabilitation and Maintenance Fund, appropriating $110 million from the General Fund and an additional $10 million from federal funds for firefighter safety. This fund will provide grants and loans to eligible fire departments. Furthermore, a Fire Equipment Replacement Fund is established with a $30 million appropriation to assist in the replacement and maintenance of fire trucks and safety equipment. Municipalities may impose surcharges on fire inspection fees to help cover compliance costs. The bill requires the Commissioner of Community Affairs to collaborate with various state departments to implement the provisions and is set to take effect four months after enactment.
