This bill establishes a Military and Veterans Affairs Oversight Board within the New Jersey Department of Military and Veterans Affairs. The board is tasked with overseeing veteran service officers and all related programs, benefits, and services for military service members, veterans, and their families provided by various state agencies. It will consist of heads or designees from veteran organizations with 501(c)(3) or 501(c)(19) tax-exempt status, with co-chairs from prominent veteran organizations leading the initial meetings. Members will receive reimbursement for expenses and a per diem for attending meetings, with provisions for removal if they fail to meet attendance requirements.
The board will coordinate a strategic plan to ensure effective delivery of services to military personnel and their families, conduct evaluations of existing programs, and analyze accessibility and effectiveness in various areas such as health care, employment, and housing. Each state agency providing relevant services will appoint a liaison to the board, who will report on their programs and budgets. The board is required to submit a report to the Governor and Legislature within nine months of its formation and will provide annual updates thereafter. All reports will be made publicly available on the Department's website, and the Adjutant General will request necessary funding in the department's annual budget.
