This bill establishes a Military and Veterans Affairs Oversight Board within the New Jersey Department of Military and Veterans Affairs, tasked with overseeing veteran service officers and all related programs, benefits, and services for military service members, veterans, and their families. The board will consist of heads or designees from veteran organizations with 501(c)(3) or 501(c)(19) tax-exempt status. Co-chairs from prominent veteran organizations will lead the initial meetings, after which the board will elect a chair and vice-chair to serve three-year terms. Members will be reimbursed for expenses and receive a per diem for attending meetings, with provisions for removal if attendance requirements are not met.
The board will coordinate a strategic plan to ensure effective delivery of services to military personnel and their families, conduct evaluations of existing programs, and analyze accessibility and effectiveness in various areas such as health care, employment, and housing. Each Executive Branch department and relevant entities will appoint liaisons to the board, who will provide biannual reports detailing their services and budgets. The board is required to submit a comprehensive report to the Governor and Legislature within nine months of its formation, followed by annual reports with findings and recommendations for improvements in services. All reports will be made available on the Department's website, and the Adjutant General will request necessary funding in the department's annual budget.
