This bill establishes a Watershed Council within the New Jersey Department of Environmental Protection (DEP) to address flooding and other environmental issues impacting the state's watersheds. The council will evaluate the effectiveness of the DEP's programs related to planning, permitting, mitigation, and restoration efforts concerning New Jersey's watersheds. It will also focus on preserving plant and animal life, protecting residents from flooding risks, managing stormwater runoff, and enhancing water quality. The council will consist of 21 members, each representing one of the state's watershed management areas, and will be appointed by the Governor in consultation with the Watershed Institute and other environmental groups.

Members of the council will serve staggered terms of three years, with the initial appointments divided into one-year, two-year, and three-year terms. The council is required to meet quarterly and will submit an annual report summarizing its activities and recommendations for legislative or regulatory actions to improve the health and well-being of New Jersey residents and enhance water quality and biodiversity. Members will serve without compensation but may be reimbursed for necessary expenses incurred in their duties. The bill is set to take effect immediately upon passage.
