This bill establishes a Watershed Council within the New Jersey Department of Environmental Protection (DEP) to address flooding and other environmental issues impacting the state's watersheds. The council will evaluate the effectiveness of the DEP's programs related to planning, permitting, mitigation, and restoration efforts concerning New Jersey's watersheds. It will also focus on preserving plant and animal life, protecting residents from flooding risks, managing stormwater runoff, and enhancing water quality. The council will consist of 21 members, each representing one of the state's watershed management areas, and will be appointed by the Governor in consultation with the Watershed Institute and other environmental groups. Members will serve staggered terms of three years, with initial appointments divided into one, two, and three-year terms.
Additionally, the council is required to organize promptly after a majority of its members are appointed, select leadership, and meet at least quarterly. It will receive primary staff support from the DEP and is entitled to assistance from various state and local agencies. Within 12 months of its formation and annually thereafter, the council must submit a report to the DEP Commissioner, the Governor, and the Legislature, summarizing its activities and providing recommendations for legislative or regulatory actions aimed at improving the health and well-being of New Jersey residents and enhancing water quality and biodiversity. Members will serve without compensation but may be reimbursed for reasonable expenses incurred in their duties.
