This bill establishes a Watershed Council within the New Jersey Department of Environmental Protection (DEP) to address flooding and other environmental issues impacting the state's watersheds. The council will evaluate the effectiveness of the DEP's programs related to planning, permitting, mitigation, and restoration efforts, as well as their success in preserving biodiversity, protecting residents from flooding, managing stormwater runoff, and enhancing water quality. The council will consist of 21 members, each representing one of the state's watershed management areas, and will be appointed by the Governor in consultation with the Watershed Institute and other environmental organizations. Members will serve staggered terms of three years, with initial appointments divided into one, two, and three-year terms.
The council is required to meet quarterly and will be supported by the DEP staff. Within 12 months of its formation and annually thereafter, the council must submit a report to the Commissioner of Environmental Protection, the Governor, and the Legislature, summarizing its activities and providing recommendations for legislative or regulatory actions aimed at improving the health and well-being of New Jersey residents and enhancing water quality and wildlife preservation. Members will serve without compensation but may be reimbursed for reasonable expenses incurred in their duties.
