The bill amends Section 4 of P.L.2009, c.132 (C.40:55D-88.4) to establish the Peter J. Barnes III Wildlife Preservation Commission in Middlesex County, consisting of nine members appointed from Edison Township, Metuchen Borough, and South Plainfield Borough. The appointments will ensure political diversity, with no more than five members from the same political party and no more than three from any one municipality. Each member will serve a five-year term, with provisions for alternate members to participate in the absence of regular members. The commission will operate without compensation for its members, although they may be reimbursed for necessary expenses.

Additionally, the bill outlines the powers and responsibilities of the commission, including the ability to appoint an executive director and other staff without regard to civil service provisions. It establishes rules for quorum and voting, as well as ethical guidelines prohibiting financial interests in projects related to the commission. The act is set to take effect immediately upon approval.
