The bill amends Section 4 of P.L.2009, c.132 (C.40:55D-88.4) to establish the Peter J. Barnes III Wildlife Preservation Commission in Middlesex County, consisting of nine members with specific appointment criteria. The commission will include two residents each from Edison Township, Metuchen Borough, and South Plainfield Borough, two elected officials from Middlesex County, and one representative from the Edison Wetlands Association. The bill stipulates that no more than five members can belong to the same political party and no more than three members can be appointed from any one municipality. Each member will serve a five-year term, and alternate members will also be appointed to ensure continuity in the commission's proceedings.

Additionally, the bill outlines the powers and responsibilities of the commission, including the ability to appoint an executive director and other staff without adhering to civil service regulations. It establishes rules for member removal, compensation, and the necessity for members to take an oath of office. Importantly, it prohibits any member, officer, employee, or agent of the commission from having a financial interest in projects within the wildlife preserve, rendering any contravening contracts voidable and subjecting violators to forfeiture of their position. The act is set to take effect immediately upon approval.
