This bill establishes the Artificial Intelligence Ethics Board within the Department of Labor and Workforce Development in New Jersey. The board's primary purpose is to oversee the sale, use, and offer for sale of artificial intelligence technology in the state, with a focus on bias prevention, privacy, transparency, and accountability. It will consist of seven members appointed by various state leaders, including the Governor and legislative leaders, with specific expertise in economic development, public policy analysis, and ethical analysis of artificial intelligence. Members will serve staggered terms, with a quorum requiring four members.

Additionally, the bill mandates that any person or entity selling or offering artificial intelligence technology in New Jersey must conduct an artificial intelligence impact assessment prior to the sale. This assessment must evaluate the societal effects of the technology, particularly regarding privacy and job displacement, and must be completed within the year preceding the sale. The board is also tasked with recommending protections for workers who may be displaced due to the use of artificial intelligence, including advance notice, retraining programs, and severance packages.
