The proposed legislation establishes the Office of Cybersecurity Infrastructure within the Executive Branch of the State Government of New Jersey. This office will operate independently of the Department of the Treasury and will be responsible for creating and implementing cybersecurity policies, monitoring technology infrastructure for secure interactions between nonprofit and private organizations and residents, and developing artificial intelligence (AI) policies for safe integration into professional practices. The office will be led by a Chief Officer of Cybersecurity Infrastructure, who will be appointed by the Governor and will report directly to them. The Chief Officer will also have the authority to appoint up to six Deputy Officers to assist in various cybersecurity initiatives.
The Chief Officer of Cybersecurity Infrastructure will coordinate with other key technology and security officials in the state to establish the office's internal structure, conduct cybersecurity operations, and draft Service Level Agreements with state departments. Additionally, the Chief Officer will be responsible for providing periodic updates to the Governor and an annual report to both the Governor and the Legislature regarding the office's activities and the overall cybersecurity infrastructure of the state. This report will be made publicly available on the office's website. The act is set to take effect immediately upon passage.
