The bill establishes the Office of Cybersecurity Infrastructure within the Executive Branch of the State Government of New Jersey, which will operate independently of the Department of the Treasury. The office is tasked with creating and implementing cybersecurity policies, monitoring technology infrastructure for secure interactions between nonprofit and private organizations and residents, and developing artificial intelligence (AI) policies for safe integration into professional practices. The office will be led by a Chief Officer of Cybersecurity Infrastructure, who will be appointed by the Governor and will report directly to them. This officer will also have the authority to appoint up to six Deputy Officers to assist in various cybersecurity initiatives.

The Chief Officer will coordinate cybersecurity operations across the Executive Branch, establish internal organizational structures, and draft Service Level Agreements with state departments. Additionally, the Chief Officer is required to provide periodic updates to the Governor and an annual report to both the Governor and the Legislature regarding the office's operations and cybersecurity infrastructure. This report will be made publicly available on the office's website. The act is set to take effect immediately upon passage.
