This bill designates the 9/11 Heart Symbol flag as the official State flag of New Jersey, serving as a remembrance of the September 11, 2001 terrorist attacks and honoring the lives lost and the heroism displayed in response to the tragedy. The flag features a white banner with a red heart symbol, white lettering that reads "9-11-01 Never Forgotten," and a silhouette of the twin towers in place of the number eleven, with the bottom portion of the heart symbol being blue with a white star.

Additionally, the bill mandates that the 9/11 Heart Symbol flag be displayed during normal business hours at memorial sites dedicated to the victims of the attacks, as well as at the State House in Trenton, the principal municipal building in each municipality, and the principal county building in each county seat on September 11th each year. This act is intended to ensure that the memory of the events and those affected by them are honored and never forgotten.
