The Motor Vehicle Insurance Verification Act mandates the New Jersey Motor Vehicle Commission to create an online system for verifying motor vehicle insurance, aimed at identifying uninsured motorists. Insurers operating in the state are required to provide policy information and cooperate with the commission in establishing this system. The act specifies that the online verification system will be the exclusive method for confirming insurance evidence in New Jersey, replacing any previous systems. It also outlines the system's requirements, including compliance with standards set by the Insurance Industry Committee on Motor Vehicle Administration (IICMVA) and accessibility for law enforcement to facilitate real-time verification during traffic stops.

Additionally, the bill allows the commission to suspend or revoke vehicle registrations if there is reason to believe a vehicle is being operated without insurance, with reinstatement contingent upon providing proof of insurance and payment of applicable fees. The commission is tasked with reporting on the system's costs and effectiveness within two years of its establishment and must conduct a pilot program to test the system for at least nine months before enforcement actions can be taken. The Chief Administrator of the commission is also required to adopt regulations to implement the act, which will take effect 90 days after enactment, although preparatory actions can be taken beforehand.
