This bill establishes a three-year pilot program aimed at encouraging the development of non-lethal weapons for law enforcement purposes, supplementing Title 52 of the Revised Statutes. The program will be administered by the Attorney General in consultation with the Secretary of Higher Education, who will award grants of up to $1,000,000 to a maximum of three institutions of higher education in New Jersey that successfully apply. To be eligible, institutions must submit a proposal detailing their research and development plans for non-lethal weapons within 90 days of receiving notice about the program. Priority will be given to applicants that partner with private sector companies.

Additionally, the bill creates the Non-Lethal Weapons Innovation Fund, which will receive an appropriation of $3,000,000 from the General Fund for grant awards, along with $200,000 allocated to the Department of Law and Public Safety for program administration. The Attorney General will also establish a "Non-Lethal Weapons Innovation Technical Review Committee" to evaluate applications and advise on grant allocations. Program participants are required to submit annual reports detailing their use of grant funds and progress, culminating in a final report to the Governor and Legislature, which will include recommendations on the future of the pilot program.
