This bill mandates that trash collection service providers in New Jersey must allow individuals who are relocating to an assisted living or long-term care facility to terminate their trash collection contracts without incurring any early termination fees. The individual must provide at least 45 days' notice prior to the desired termination date, unless a physician's order necessitates immediate relocation, in which case the notice requirement is waived, allowing termination within 48 hours. The service provider is required to supply a standard termination form upon request, which must be completed by both the service recipient and their physician. If the service recipient is unable to submit the form, a representative may do so, provided they present appropriate legal documentation verifying their authority.

Additionally, the bill allows trash collection services to request written proof of the service recipient's relocation to a long-term care facility. If such proof is required, the service recipient must deliver a written notice of termination along with a letter from their physician, confirming the relocation, at least 45 days before the requested termination date. This provision ensures that service providers have adequate documentation to process the contract termination while protecting the rights of individuals transitioning to assisted living or long-term care facilities.
