This bill establishes a regional residency requirement for members of the Board of Public Utilities (BPU) in New Jersey. It mandates that out of the five members appointed to the BPU, at least one must reside in each of the three designated regions: northern, central, and southern New Jersey. The bill defines these regions by specifying the counties included in each: the northern region comprises Bergen, Essex, Hudson, Morris, Passaic, Sussex, and Warren counties; the central region includes Hunterdon, Middlesex, Monmouth, Mercer, Ocean, Somerset, and Union counties; and the southern region consists of Atlantic, Burlington, Camden, Cape May, Cumberland, Gloucester, and Salem counties.

Additionally, the bill requires that for each appointment to the BPU made after its effective date, the Governor must ensure compliance with this geographic representation requirement. This change aims to promote regional diversity within the board, ensuring that the interests of different areas of the state are adequately represented in the decision-making processes of the BPU.
