This bill establishes a regional residency requirement for members of the Board of Public Utilities (BPU) in New Jersey. It mandates that out of the five members appointed to the BPU, at least one must reside in each of the three designated regions: northern, central, and southern New Jersey. The bill specifies the counties that comprise each region, with the northern region including Bergen, Essex, Hudson, Morris, Passaic, Sussex, and Warren counties; the central region consisting of Hunterdon, Middlesex, Monmouth, Mercer, Ocean, Somerset, and Union counties; and the southern region covering Atlantic, Burlington, Camden, Cape May, Cumberland, Gloucester, and Salem counties.

Additionally, the bill requires that for each appointment to the BPU made after its effective date, the Governor must ensure compliance with this geographic representation requirement.
