This bill mandates that all rules and regulations established by the State Board of Education require legislative approval before they can be adopted, amended, or readopted. Specifically, the bill amends N.J.S.18A:4-15 to stipulate that actions taken by the State Board on or after the bill's effective date must receive approval from the Legislature through a concurrent resolution. This includes the adoption, amendment, or repeal of any rule or regulation, as well as the readoption of expiring rules, whether with or without changes. The bill also requires the State Board to submit the proposed rules to the Legislature and to include the concurrent resolution when filing with the Office of Administrative Law.

In addition to establishing this new requirement for legislative oversight, the bill repeals the "Managing for Equity in Education" regulations found in chapter 7 of Title 6A of the New Jersey Administrative Code, rendering them null and void. This repeal signifies a significant shift in the regulatory framework governing educational equity in New Jersey, as it eliminates the previously established guidelines in this area. The bill is set to take effect immediately upon passage.
