Each year, by the Tuesday after Columbus Day, the Chief Justice will assign a minimum of three judges to three designated regions: Northern, Central, and Southern, which encompass specific counties. The Chief Justice has the discretion to consider various factors, such as population, historical recount volume, and voter turnout, when determining the number of judges for each region. Additionally, the regions and the assigned judges will be published annually on the Judiciary Branch's official website.

The bill stipulates that judges assigned to these regions will act individually rather than as a panel when adjudicating election matters. If a recount or contest is filed in a county, the next available judge in that region will be assigned to the case, ensuring that the assignment is based on availability rather than the county of origin. Furthermore, all election-related matters must be resolved before the elected candidate assumes office or the governing body is reorganized, with an initial hearing for all pleadings required within 36 hours of filing.
