This bill amends existing election laws in New Jersey to replace the traditional hand-drawing method for determining the order of candidates on primary and general election ballots with a computerized drawing system. The new process mandates that county clerks utilize a computerized system to randomly determine the ballot positions for candidates and political parties, with the requirement that any such system must receive prior approval from the Secretary of State and include safeguards against outside influences. The bill also stipulates that the computerized drawing must be accessible for public viewing, both in person and electronically.
Additionally, the bill eliminates the practice of bracketing candidates for different offices, ensuring that the drawing for each office is conducted independently. However, candidates running as a group for the same office can still be drawn together. The changes aim to enhance the transparency and integrity of the election process while modernizing the method of determining ballot positions. The act is set to take effect on January 1 following its enactment.
