The Enhanced ID Act mandates the New Jersey Motor Vehicle Commission (MVC) to develop and issue enhanced drivers licenses and enhanced non-driver identification cards for residents. These enhanced IDs will serve as proof of identity and citizenship for individuals entering the United States at land and sea ports, complying with federal standards. The bill outlines specific security features that must be included, such as a machine-readable barcode, measures to protect personal information, and features to prevent counterfeiting. Applicants must provide a range of documentation, including proof of citizenship and a completed application, and pay an application fee not exceeding $30.

Additionally, the bill stipulates that the MVC's chief administrator is responsible for verifying the authenticity of applications and may reject any that do not meet legal standards. The chief administrator will also capture the applicant's facial image and signature, which may be used for law enforcement purposes and retained for future reference. The renewal fee for these enhanced IDs is capped at $15, with a higher fee applicable if the ID is expired. Importantly, making false statements in the application process is classified as a third-degree crime, carrying significant penalties.
