The Enhanced ID Act mandates the New Jersey Motor Vehicle Commission (MVC) to develop and issue enhanced drivers licenses and enhanced non-driver identification cards for residents. These enhanced IDs will serve as proof of identity and citizenship for individuals entering the United States at land and sea ports, complying with federal standards. The enhanced licenses and identification cards will include features such as a machine-readable barcode, security measures to protect personal information, and personal identifying details like photographs and signatures. Applicants must provide a completed application, documentation of U.S. citizenship, and pay an application fee of up to $30.
The bill also outlines the responsibilities of the MVC's chief administrator, who must verify the authenticity of applications and may reject those that do not meet legal standards. Additionally, the chief administrator is authorized to retain and disclose copies of documents provided by applicants for law enforcement purposes. The renewal fee for these enhanced IDs is capped at $15, with a higher fee for expired cards. Importantly, making false statements in the application process is classified as a third-degree crime, punishable by imprisonment and fines.
