The Enhanced ID Act mandates the New Jersey Motor Vehicle Commission (MVC) to develop and issue enhanced drivers licenses and enhanced non-driver identification cards for residents. These enhanced IDs will serve as proof of identity and citizenship for individuals entering the United States at land and sea ports, complying with federal standards. The enhanced IDs must include features such as a machine-readable barcode, security measures to protect personal information, and personal identifying details like a photograph, full legal name, and date of birth. Applicants must provide a completed application, documentation of U.S. citizenship, a photographic ID, and a signed declaration regarding the use of radio frequency identification technology, along with a fee not exceeding $30.

The bill also outlines the responsibilities of the chief administrator of the MVC, including verifying applications, retaining copies of submitted documents, and potentially disclosing them for law enforcement purposes. The renewal fee for these enhanced IDs is capped at $15, with a higher fee for expired IDs. Additionally, the chief administrator is authorized to enter into agreements with federal agencies to facilitate the issuance of these enhanced IDs. Importantly, making false statements in the application process is classified as a third-degree crime, punishable by imprisonment and fines.
