This bill amends the existing laws regarding the qualifications for newspapers that are eligible to publish required public advertisements online. It retains the core requirements that newspapers must be entirely printed in English, published within New Jersey, have a general paid circulation with at least 35% news content, and have been continuously published in the municipality for at least two years. Notably, the bill removes the previous requirement for newspapers to be registered as second-class mail matter with the postal service.

Additionally, the bill introduces new criteria for newspapers that publish online. To qualify for State and local government agencies to publish notices on their websites, newspapers must demonstrate a history of serving the relevant audience, provide an email newsletter that includes published notices, and offer the option to view notices in Spanish and another prominent language spoken in the region. These changes aim to modernize the process of public notice publication and ensure broader accessibility to information.
