This bill mandates that the Commissioner of Health in New Jersey prepare and distribute an informational video on water safety for children to all hospitals and birthing facilities in the state. The video will cover critical topics such as the risks of drowning in various water bodies, the importance of swimming and water safety instruction, the use of life jackets, and safety measures like anti-entrapment drain covers and pool fences. Hospitals and birthing facilities are required to show this video to new parents and any adult family members present at the infant's birth before the parents are discharged.

Additionally, the bill specifies that the Department of Health must enforce the requirement for new parents to watch the video as part of the discharge procedures from hospitals and birthing facilities. The Commissioner of Health is also tasked with adopting rules and regulations to implement the provisions of this act. The bill is set to take effect immediately upon passage.
