The bill amends existing laws regarding creditable service for members of the State Police Retirement System in New Jersey. It expands the definition of creditable service to include various roles within the Motor Vehicle Commission, the State Capitol Police Force, and the Bureau of Marine Law Enforcement, as well as service credit that can be transferred from other state-administered retirement systems. Members are allowed to purchase service credits for their time in these roles, provided they make the necessary contributions. Additionally, the bill clarifies that members on suspension will be considered in service during their suspension period, although that time will not count as creditable service unless they receive salary for it.
Furthermore, the bill allows members to file a detailed statement of military service to purchase credit for their time in the Armed Forces, including time spent in military service academies. Members can purchase up to 10 years of credit, with the possibility of an additional five years if they qualify as veterans. The bill also stipulates that employers are not liable for payments related to the purchase of military service credit, and it establishes the Adjutant General's role in determining veteran status for these purposes. Members who retire before completing their payment obligations will receive pro rata credit for the service purchased prior to retirement, with an option to make a lump sum payment for full credit at that time.
