This bill amends existing laws regarding compensation and leaves of absence for public employees who are active or retired members of the military, including those in the reserves and National Guard. It establishes that public employees are entitled to paid leave for federal active duty for up to 30 work days per year, with additional provisions for pay beyond that if specified in a collective negotiations agreement. The bill also introduces new entitlements for public employees during their leave, such as the payment of contributions to retirement and health care plans by the employer, and specifies additional leave days for travel and preparation based on the length of military service.

Furthermore, the bill mandates that public employers create and maintain written policies and procedures regarding military leave, ensuring uniform application and proper documentation. It requires timely communication with employees regarding their leave requests and stipulates that if employers fail to respond within 90 days, they cannot raise issues related to the leave. The bill also emphasizes the importance of record-keeping for at least ten years and provides for the awarding of attorney fees to employees if a public employer is found in violation of the law concerning military leave.
