This bill proposes a ban on the distribution or sale of food products that contain animal cell-based products in the State of New Jersey. It defines "cell-based food" as any cultured animal tissue produced from in vitro animal cell cultures outside of the organism from which it is derived, intended for human consumption. The legislation prohibits any person from distributing, selling, or possessing with the intent to distribute or sell such cell-based food.
Violators of this ban will face a civil penalty of $1,000 for each infraction, with each day of continued violation considered a separate offense. The bill allows the Department of Health or local health agencies to initiate civil actions for injunctive relief to enforce the provisions of the act. The bill is set to take effect immediately upon passage.
