Within one year of the bill's enactment, each authority is required to conduct a study to identify such bridges or overpasses under their jurisdiction, considering factors such as height, location, potential transportation hazards, and historical suicide occurrences. The authorities will also assess the feasibility of adding barriers and determine the appropriate type for each structure.
If it is deemed infeasible to erect a suicide prevention barrier on a particular bridge or overpass, the bill stipulates that secondary suicide prevention measures must be implemented. These measures may include surveillance systems, emergency phones connected to crisis hotlines, increased patrols, and informational signs directing individuals to support services. The act is set to take effect immediately upon passage.
