This bill mandates that local recreation departments, youth-serving organizations, and youth camps must have automated external defibrillators (AEDs) available at youth athletic events and practices held on publicly-owned fields. Specifically, within 180 days of the bill's effective date, organizations such as Little Leagues, Babe Ruth Leagues, Pop Warner Leagues, Police Athletic Leagues, and youth soccer leagues are required to ensure that an AED is on-site during these events. Compliance can also be achieved if a State-certified emergency services provider or certified first responder is present with a defibrillator.

Additionally, the bill provides civil liability immunity to youth camp operators, municipal or county recreation departments, nonprofit youth-serving organizations, and their employees, volunteers, coaches, and licensed athletic trainers regarding the acquisition and use of defibrillators. This immunity aims to encourage the implementation of safety measures without the fear of legal repercussions. The bill is set to take effect immediately upon passage.
