The study, to commence within 30 days of the bill's effective date, aims to assess the effectiveness of this method in alleviating congestion and enhancing traffic flow on roadways affected by construction or infrastructure projects that result in lane closures.
The study will encompass a review of existing research, an evaluation of the method's feasibility and benefits, an analysis of its impact on traffic safety, and identification of necessary infrastructure modifications or signage. Should the findings support the implementation of the zipper merge method, the DOT is required to develop a corresponding plan for its application on State roadways. Additionally, the DOT must submit a report to the Governor and the Legislature within six months of completing the study, detailing the findings and any proposed implementation plan. The bill is set to take effect immediately and will expire upon the submission of the required report.
