This bill mandates the New Jersey Department of Transportation (DOT) to conduct a year-long study on the zipper merge method, which is a technique for merging vehicles at a merge point by utilizing both lanes of traffic until reaching the merge point and then alternating the right-of-way into a single lane. The study must begin within 30 days of the bill's effective date and will assess the method's effectiveness in reducing congestion and improving traffic flow on roads affected by construction or infrastructure projects that result in lane closures.
The study will include a review of existing research, an evaluation of the method's feasibility and benefits, an analysis of its impact on traffic safety, and identification of necessary infrastructure modifications or signage. If the findings support the implementation of the zipper merge method, the DOT is required to develop a plan for its application on State roadways. Additionally, the DOT must submit a report to the Governor and the Legislature within six months of completing the study, detailing the findings and any proposed implementation plan.
