This bill establishes the Governors Survivor Leader Advisory Council (GSLAC) within the New Jersey Department of Health, in anticipation of the 2026 FIFA World Cup. The council's primary purpose is to address the heightened risk of human trafficking associated with the event. It will consist of nine members, all of whom must be survivors of human trafficking or have relevant experience in anti-trafficking policies and victim assistance. The council is tasked with evaluating existing laws, recommending legislative changes, reviewing assistance programs, promoting coordinated responses, and developing public awareness mechanisms regarding human trafficking. The council is required to hold at least eight meetings per year and will submit a report to the Governor and Legislature detailing its findings and recommendations related to human trafficking risks by a specified deadline.

To support the establishment and functioning of the GSLAC, the bill appropriates $1 million from the General Fund. The report produced by the council will include recommendations on best practices for raising awareness, public service announcements, the establishment of additional hotlines, and potential changes to state laws regarding human trafficking. Additionally, the Attorney General is mandated to issue guidelines for law enforcement's response to the anticipated increase in human trafficking crimes during the World Cup. The Commission on Human Trafficking will also play a role in monitoring the implementation of the council's recommendations before, during, and after the event.
