This bill establishes the Governors Survivor Leader Advisory Council (GSLAC) within the New Jersey Department of Health, aimed at addressing the heightened risk of human trafficking during the 2026 FIFA World Cup, which will partially take place in New Jersey. The council will consist of nine members, all of whom must be survivors of human trafficking or have relevant experience in anti-trafficking policies and victim assistance. The council is tasked with evaluating existing human trafficking laws, reviewing assistance programs, promoting coordinated responses, and increasing public awareness about human trafficking risks associated with the World Cup. The bill appropriates $1 million to support the council's activities and mandates that it submit a report to the Governor and Legislature with findings and recommendations related to human trafficking no later than 240 days after the bill's enactment.
Additionally, the bill requires the council to develop a public awareness campaign and signage regarding human trafficking risks, which must be displayed by establishments already required to post human trafficking signs. The Attorney General is also directed to issue guidelines for law enforcement and prosecuting agencies to address the potential increase in human trafficking crimes during the event. Furthermore, the Commission on Human Trafficking is tasked with ensuring the effective implementation of the council's recommendations before, during, and after the World Cup. The bill is set to take effect immediately and will expire upon the submission of the required report or one year after the conclusion of the World Cup, whichever is later.
