This bill mandates that motorbus operators must unload passengers only at scheduled destinations, which are defined as preplanned stops that can be verified through documentation such as tickets or schedules. Operators of motorbuses involved in regular route services, charter bus operations, casino bus operations, or special bus operations are prohibited from stopping to unload passengers at any location other than these designated stops. Additionally, operators are required to maintain documentation proving compliance with this requirement while operating their vehicles. The bill exempts the New Jersey Transit Corporation and any entities under contract with it from these provisions.

Violations of this law will result in a penalty of up to $1,000 for each offense, with each instance of unloading passengers at an unauthorized location counted as a separate violation. However, if an emergency necessitates an unplanned unloading, this will not be considered a violation as long as the operator contacts emergency services. The bill also allows for the confiscation of any motorbus used in violation of its provisions, with the Department of Transportation authorized to seize and secure such vehicles. The act is set to take effect three months after its enactment.
