This bill mandates that motorbus operators must unload passengers only at scheduled destinations, which are defined as preplanned stops that can be verified through documentation such as departure and arrival schedules or passenger tickets. Operators of motorbuses involved in regular route services, charter bus operations, casino bus operations, or special bus operations are prohibited from stopping to unload passengers at any location other than these scheduled destinations. They are required to maintain documentation proving compliance with this rule while operating. Notably, the bill exempts the New Jersey Transit Corporation and any entities under contract with it from these requirements.
Violations of this law will result in a penalty of up to $1,000 for each offense, with each instance of unloading at an unauthorized location counted as a separate violation. However, if an operator unloads passengers due to an emergency and contacts emergency services, this will not be considered a violation. Additionally, the bill allows for the confiscation of any motorbus used in violation of its provisions, with the Department of Transportation authorized to seize such vehicles and initiate court proceedings to determine their lawful use. The act is set to take effect three months after its enactment.
