This bill mandates that motorbus operators must unload passengers only at scheduled destinations, which are defined as preplanned stops that can be verified through documentation such as tickets or schedules. The bill applies to various types of motorbus operations, including regular route services, charter bus operations, casino bus operations, and special bus operations. Operators are required to maintain documentation proving that they are unloading at these scheduled destinations. However, the New Jersey Transit Corporation and any entities under contract with it are exempt from these requirements.
Violations of this law will result in a penalty of up to $1,000 for each offense, with each instance of unloading at an unauthorized location counted as a separate violation. Additionally, the bill allows for the confiscation of any motorbus used in violation of its provisions, although unplanned unloading due to emergencies will not be penalized if the operator contacts emergency services. The bill is set to take effect three months after its enactment.
