This bill mandates that the Chief Administrator of the New Jersey Motor Vehicle Commission (MVC) establish promotional payment incentives for drivers who have failed to pay certain motor vehicle surcharges. The incentives must be offered every three years, as opposed to the current requirement of offering them periodically. The bill specifies that these incentives are available to drivers with surcharges related to accumulated penalty points or violations not assessed with penalty points, while explicitly excluding those with outstanding surcharges related to intoxicated driving or refusal to submit to a chemical test.
Additionally, the bill outlines that the promotional payment incentives may include waivers of down payments for surcharge suspensions, waivers of interest on the full principal amount of surcharges owed, or any other incentives deemed appropriate by the chief administrator. All funds collected from these surcharges will be directed to the "Motor Vehicle Surcharges Revenue Fund." The act is set to take effect immediately, although the MVC may take necessary administrative actions prior to its implementation.
