This bill mandates that the Chief Administrator of the New Jersey Motor Vehicle Commission (MVC) establish promotional payment incentives for drivers who have failed to pay certain motor vehicle surcharges. These incentives must be offered every three years, as opposed to the current requirement of offering them periodically. The incentives are aimed at drivers with surcharges related to accumulated penalty points or violations that do not incur penalty points. However, drivers with outstanding surcharges related to specific offenses, such as intoxicated driving or refusal to submit to a chemical test, are excluded from these promotional incentives.

The bill also outlines that the promotional payment incentives may include waivers of down payments required to satisfy surcharge suspensions, waivers of interest on the full principal amount of surcharges owed, or any other incentives deemed appropriate by the chief administrator. All funds collected from these surcharges will be directed to the "Motor Vehicle Surcharges Revenue Fund." The act is set to take effect immediately, allowing the MVC to take necessary administrative actions for its implementation.
