This bill mandates that four-year public institutions of higher education in New Jersey create and implement a comprehensive reproductive health services plan. The plan must include on-campus services and referrals for obtaining various forms of contraception, including emergency contraception, as well as services for preventing and treating sexually transmitted infections, prenatal care, and abortion. Additionally, the plan should ensure 24-hour access to over-the-counter contraception through student health centers, retail establishments, or vending machines, and provide evidence-based reproductive health education. Each institution is required to update this plan annually and develop a referral network of verified health care professionals and facilities within the county.

Furthermore, county colleges are also required to establish a referral network for off-campus reproductive health care services. The Secretary of Higher Education, along with the Commissioner of Health and the Commissioner of Human Services, will develop guidelines to assist both four-year institutions and county colleges in fulfilling these requirements. Importantly, the bill clarifies that it does not obligate public institutions to directly provide reproductive health care services, including abortion.
