This bill mandates the Attorney General to create a training program focused on crowd management for local law enforcement agencies that have experienced large-scale gatherings or flash mobs within the past year. The program will be developed in consultation with key state agencies and will cover various topics, including general crowd management techniques, strategies for handling social media related to gatherings, and best practices for ensuring public safety during such events. The bill defines a flash mob or pop-up party as a gathering of 50 or more individuals organized through social media that occurs without prior notice and impacts public safety, while a large-scale gathering is defined as any event with over 500 attendees.
Additionally, the Attorney General is required to provide resources to police departments that complete the training program. These resources include access to social media monitoring tools, mobile command units for deployment during large gatherings, and additional personnel support from the New Jersey State Police as needed. The bill also establishes a process for local law enforcement to request immediate assistance during flash mobs or pop-up parties, ensuring that they are better equipped to manage such events effectively. The act is set to take effect immediately upon passage.
