This bill mandates the Attorney General to create a training program focused on crowd management for local law enforcement agencies that have experienced large-scale gatherings or flash mobs within the past year. It defines a flash mob or pop-up party as a spontaneous gathering of 50 or more individuals, often organized via social media, that occurs without prior notice and poses a risk to public safety. A large-scale gathering is characterized as any event with over 500 attendees. The training program will cover various aspects, including general crowd management techniques, strategies for handling social media related to such events, and best practices for ensuring safety for attendees and law enforcement.
Additionally, the bill requires the Attorney General to provide resources to police departments that complete the training. These resources include access to social media monitoring tools, mobile command units for deployment during large gatherings, and additional personnel support from the New Jersey State Police as necessary. The Attorney General will also establish a process for local law enforcement to request immediate assistance during flash mobs or pop-up parties. The bill is set to take effect immediately upon passage.
