This bill establishes new requirements for the New Jersey Turnpike Authority (NJTA) and South Jersey Transportation Authority (SJTA) regarding the notification of vehicle owners about toll violations. It mandates that these authorities must provide written notice to vehicle owners within 60 days of a violation, detailing the nature, date, time, and location of the alleged violation. The notice must also inform the owner of the process to remedy the violation within 30 days to avoid incurring administrative fees. Importantly, the bill stipulates that no administrative fees can be issued unless the written notice has been provided and the time to remedy the violation has expired.

Additionally, the bill clarifies that vehicle lessors will not be held liable for violations if they submit a timely rental agreement or lease identifying the lessee. It also emphasizes that information obtained from the toll collection monitoring system is not public and can only be used for official purposes by the authority or law enforcement. The bill replaces the previous requirement for an "advisory and payment request" with a formal written notice process, enhancing the rights of vehicle owners and ensuring they have adequate notice and opportunity to address violations before incurring additional fees.
