This bill establishes the Special Education Transportation Task Force, which is tasked with studying and recommending best practices for the transportation of students receiving special education and related services. The task force will focus on preventing, identifying, and responding to medical and behavioral emergencies that may arise during transportation. It will consist of 18 members, including key officials from the Department of Education and 14 public members appointed by the Governor, who will represent various stakeholders, including parents, educators, and specialists in special education.
The task force is directed to review best practices from other states, current transportation policies, and identify concerns related to safety, access to necessary equipment, and communication with parents. It will also make recommendations for policies and training for school staff and bus personnel. The task force is required to issue a report of its findings and recommendations to the Governor and the Legislature within 12 months of its organization. The act will take effect immediately and will expire upon the issuance of this report.
