The bill amends existing laws regarding the licensure requirements for teachers of cosmetology and hairstyling in New Jersey. It specifies that applicants must provide evidence of good moral character, be at least 18 years old, and not have any communicable diseases. Additionally, applicants must have completed high school or obtained a GED, hold a cosmetologist-hairstylist license, complete a 600-hour teacher training course, a 30-hour teaching methods course, and have six months of employment experience in a licensed shop. Furthermore, applicants must pass an examination conducted by the board.

The bill also includes provisions for the New Jersey State Board of Cosmetology and Hairstyling and the New Jersey Board of Massage and Bodywork Therapy to adopt necessary regulations immediately upon filing with the Office of Administrative Law, which will remain effective for up to 545 days. This allows for a more streamlined process in implementing the new licensure requirements. The act is set to take effect immediately upon approval.
