This bill mandates that State Contract Managers oversee the work of subcontractors on State contracts, specifically focusing on certified businesses. The State Contract Manager is tasked with ensuring that these subcontractors operate within their designated areas of expertise and must routinely monitor and document their usage throughout the contract's duration. If a prime contractor ceases to use a certified business as a subcontractor, the State Contract Manager is required to obtain a formal explanation for this change.

Additionally, the bill requires State Contract Managers to report quarterly to the Chief Diversity Officer on instances where certified businesses are engaged in work outside their expertise. These reports must detail the prime contractor's name, the subcontractor's work description, and the nature of the work that falls outside the certified business's area of expertise. The bill also defines "certified business" to include various classifications such as small, minority, women-owned, veteran-owned, and LGBTQ+ businesses, among others, as recognized by the Division of Revenue Business Certification program.
