This bill amends existing laws to allow the use of funds from the Affordable Housing Trust Fund and municipal development fee trust funds for the planning and construction of licensed childcare centers that are co-located with low- or moderate-income housing. It specifically permits these funds to be utilized for childcare centers located in the same building, on the same site, or adjacent to the housing facilities. The legislation aims to enhance the availability of childcare services in conjunction with affordable housing developments, thereby supporting families in low- and moderate-income brackets and fostering community development.

Additionally, the bill includes a provision that municipalities cannot collect development fees from developers constructing affordable units, whether on-site or elsewhere within the municipality. However, this restriction does not apply to the collection of a Statewide development fee imposed on non-residential development by the State Treasurer, which municipalities are not authorized to retain. The act is set to take effect immediately upon passage.
