The bill mandates the Department of Community Affairs (DCA) to conduct a comprehensive survey of New Jersey municipalities to identify all special improvement districts established by ordinance. This survey must be completed within six months of the bill's enactment, and the DCA is required to compile a list of these districts and publish it on their website. Furthermore, the DCA is obligated to update and republish this list at least every two years to ensure the information remains current.
Additionally, the bill grants the Commissioner of Community Affairs the authority to create necessary rules and regulations to implement its provisions, in accordance with the "Administrative Procedure Act." The act is set to take effect immediately upon enactment.
