This bill mandates the Department of Community Affairs (DCA) to conduct a comprehensive survey of New Jersey municipalities to identify all special improvement districts established by ordinance. The DCA is required to complete this survey within six months of the bill's enactment and to publish a list of these districts on its website. Furthermore, the DCA must ensure that this list is updated and republished at least every two years to maintain current information.

Additionally, the bill grants the Commissioner of Community Affairs the authority to create necessary rules and regulations to implement its provisions, in accordance with the "Administrative Procedure Act." The act is set to take effect immediately upon enactment.
