Additionally, the bill establishes a requirement for the division to create a Coast Guard-approved instructor qualification course for marine firefighting. Firefighters who have completed the necessary training and are compliant with in-service requirements will be eligible to instruct others in these courses. The bill also defines a coastal zone as any municipality included in the State's Coastal Management program under the "Coastal Zone Management Act of 1972." To support these initiatives, the bill appropriates $140 million from the General Fund to the Department of Community Affairs for the outlined purposes.
