This bill mandates the Division of Fire Safety in the Department of Community Affairs to establish Coast Guard-approved marine firefighting training courses for land-based firefighters. It requires all firefighters, both paid and volunteer, who engage in fire suppression within municipalities located in a coastal zone to complete basic, advanced, and in-service training courses. Additionally, recruit firefighter training programs must include the basic marine firefighting course. Firefighters who completed their training before the bill's effective date will have one year to complete the basic course, followed by a requirement to complete the advanced course within two years and biennial in-service training thereafter.
Furthermore, the bill stipulates that the Division of Fire Safety will create a Coast Guard-approved instructor qualification course for marine firefighting. Firefighters who have completed the necessary training and are compliant with the in-service requirements will be eligible to become instructors. Upon successful completion of this instructor training or other certification, these firefighters will be qualified to teach the established marine firefighting courses. The bill also defines a coastal zone as any municipality included in the State's Coastal Management program under the "Coastal Zone Management Act of 1972." To support these initiatives, the bill appropriates $140 million from the General Fund to the Department of Community Affairs.
