The Menstrual Equity for Haitian Migrants Act aims to address period inequity and period poverty among Haitian migrants in New Jersey by establishing a Menstrual Equity for Haitian Migrants Program through the Department of Health (DOH). This program will provide menstrual hygiene products at no cost to Haitian migrants who have resided in the state for at least two years prior to the bill's effective date. The DOH is tasked with contracting community-based, faith-based, and non-profit organizations that serve Haitian migrants to distribute necessary products such as sanitary pads, tampons, and menstrual cups. Additionally, the DOH will conduct outreach to ensure eligible individuals are informed about the program and its resources.

The program will be funded through annual appropriations from the General Fund, and the DOH is permitted to seek grants from state or federal sources to support initiatives related to menstrual health services. An annual report on the program's effectiveness and recommendations for improvements will be submitted to the Governor and the Legislature. The bill emphasizes the importance of addressing the unique challenges faced by Haitian migrants, who often encounter economic, cultural, and logistical barriers in accessing menstrual hygiene products, thereby promoting their health and dignity within the community.
