This bill mandates the Department of Human Services (DHS) to create an enrollment and outreach program aimed at assisting children in New Jersey who have incarcerated non-custodial parents. The program will help these children and their custodial parents or guardians enroll in various safety net programs for which they may be eligible. To achieve this, the DHS is required to collaborate with the Department of Corrections, the Administrative Office of the Courts, and other relevant public agencies to identify affected children. The department must also contact the custodial parents or guardians at least three times, providing them with information about available benefits, eligibility requirements, application methods, and additional resources.

Furthermore, the bill stipulates that the DHS must track applications for safety net programs and ensure that determinations are made within 30 days of submission. The term "safety net programs" encompasses various assistance programs administered by the DHS, including the New Jersey Supplemental Nutrition Assistance Program, Work First New Jersey, NJ FamilyCare, and the Child Care Subsidy Program. The Commissioner of Human Services is tasked with adopting necessary rules and regulations to implement the provisions of this act, which will take effect immediately upon passage.
