This bill modifies the operation requirements for food and service stands in State, county, and municipal buildings, specifically focusing on the transition of these stands when the current operator, typically a blind person under the New Jersey Commission for the Blind and Visually Impaired, ceases operation. The bill stipulates that if a stand remains out of service for three months, it can be operated by a disabled person-owned business; after six months, it can be operated by a veteran-owned business; and after nine months, it can be operated by any licensed business. Additionally, the bill ensures that no license fee, rental, or other charges will be imposed on disabled or veteran-owned businesses for operating these stands.

Furthermore, the bill emphasizes that when an operator other than a blind person ceases to operate the stand, priority will revert to the New Jersey Commission for the Blind and Visually Impaired for future operations. The bill also clarifies definitions for disabled person-owned and veteran-owned businesses, ensuring that at least 51 percent of ownership is held by individuals with disabilities or veterans, respectively. The provisions of the bill will not affect any existing contracts at the time of enactment, and it allows for anticipatory administrative actions to facilitate its implementation.
