This bill amends existing law to enhance the responsibilities of State Contract Managers regarding the oversight of subcontractors on State contracts. Specifically, it mandates that State Contract Managers monitor the work of certified businesses identified as subcontractors by prime contractors, ensuring that these businesses operate within their designated areas of expertise. Additionally, if a prime contractor ceases to use a certified business as a subcontractor, the State Contract Manager is required to obtain a formal explanation for this change.

Furthermore, the bill requires State Contract Managers to report quarterly to the Chief Diversity Officer on instances where certified businesses are engaged in work outside their expertise. These reports must detail the prime contractor's name, the nature of the subcontractor's work, and how it deviates from their identified area of expertise. The bill also defines "certified business" to include various categories such as small, minority, women-owned, veteran-owned, and LGBTQ+ businesses, among others, as certified by the Division of Revenue Business Certification program.
