This bill establishes five centers and programs at Rutgers University - Newark, aimed at addressing various social issues and enhancing educational opportunities. The centers include the Sheila Y. Oliver Center for Politics and Race, which will focus on the intersection of race and politics through data analysis and training programs; the Center on Law, Inequality and Metropolitan Equity (CLiME), dedicated to public scholarship on structural inequality and systemic racism; the Rutgers Center for Local Supply Chain Resiliency (CLSCR), which aims to strengthen New Jersey's supply chain; the Re-Entry Opportunity Program for Entrepreneurship in Newark (RE-OPEN), designed to support justice-impacted individuals; and the New Jersey Scholarship and Transformative Education in Prisons (NJSTEP), which provides higher education opportunities for incarcerated students.

To support these initiatives, the bill appropriates a total of $6.5 million from the General Fund, allocating $1 million each to the first four centers and $2.5 million to the NJSTEP program. This funding is intended to facilitate the centers' objectives, including research, training, and community engagement, thereby promoting social equity and educational access in New Jersey. The act is set to take effect immediately upon passage.
