The bill amends Section 1 of P.L.2023, c.265 (C.52:27D-123.20) to mandate the installation of automatic fire sprinkler systems in newly constructed townhouses that fall under the one- and two-family dwelling subcode. Specifically, any townhouse for which a construction permit application has not been declared complete by the enforcing agency before the first day of the 13th month following the bill's enactment will be required to have this system installed. However, if an application for a construction permit or development was submitted to a relevant agency prior to the enactment date of P.L.2024, c.42, the townhouse will be exempt from this requirement.
Additionally, the bill requires the Commissioner of Community Affairs to adopt rules and regulations within 12 months of the bill's enactment to amend the one- and two-family dwelling subcode and other components of the State Uniform Construction Code. These regulations will establish standards for townhouse design and construction to ensure compliance with the new fire sprinkler system requirements, incorporating provisions from the 2021 International Residential Code regarding such systems. The definitions of "automatic fire sprinkler system" and "townhouse" are also clarified within the bill.
