The bill amends Section 1 of P.L.2023, c.265 (C.52:27D-123.20) to mandate the installation of automatic fire sprinkler systems in newly constructed townhouses that fall under the one- and two-family dwelling subcode, provided that the application for a construction permit has not been declared complete by the enforcing agency before the first day of the 13th month following the bill's enactment. However, townhouses that have submitted an application for a construction permit or development prior to the enactment date of P.L.2024, c.42 are exempt from this requirement.

Additionally, the bill requires the Commissioner of Community Affairs to adopt rules and regulations within 12 months of its enactment to amend the one- and two-family dwelling subcode and other components of the State Uniform Construction Code. These regulations will establish standards for townhouse design and construction to comply with the new law, incorporating provisions from the 2021 International Residential Code regarding automatic fire sprinkler systems. The bill defines "automatic fire sprinkler system" and "townhouse" to clarify the scope of the legislation.
