The bill establishes the "Jersey Vines Program" within the Department of Agriculture, aimed at promoting and advertising wine produced in New Jersey by licensed plenary and farm wineries. The program will focus on wines made from grapes, fruits, and other ingredients grown in the state. Key objectives include increasing consumer awareness of the New Jersey wine industry, organizing advertising campaigns, disseminating information about local wineries and vineyards, and creating a labeling system to identify state-produced wines as "Jersey Vines."

To implement the program, the Secretary of Agriculture, in collaboration with the State Board of Agriculture, will develop rules and regulations in accordance with the "Administrative Procedure Act." The act is set to take effect immediately upon passage.
