The bill establishes the "Jersey Vines Program" within the New Jersey Department of Agriculture, aimed at promoting and advertising the sale of wine produced by licensed plenary and farm wineries in the state. The program will focus on wines made from grapes, fruits, and other ingredients grown in New Jersey. Key objectives of the program include increasing consumer awareness of the state's wine industry, organizing advertising campaigns, disseminating information about local wineries and vineyards, and creating a labeling system to identify wines as "Jersey Vines."

To implement the program, the Secretary of Agriculture, in collaboration with the State Board of Agriculture, will develop rules and regulations in accordance with the "Administrative Procedure Act." The bill is set to take effect immediately upon passage.
