The Transparency in Government Act establishes a State public finance website aimed at providing residents with easy access to information regarding State revenues, expenditures, and bonded indebtedness. The State Treasurer, in collaboration with the Chief Technology Officer and the newly formed Public Finance Transparency Committee, is tasked with designing, developing, and maintaining a searchable website that is free for public use. This website will include comprehensive data on annual State agency expenditures, revenues, and bonded indebtedness, starting from fiscal year 2000 and continuing thereafter. The bill mandates that the data be updated periodically but prohibits the removal of any posted information. Additionally, it ensures that data from the central accounting and State payroll systems is made available within 45 days after the end of each fiscal year, while also protecting private or confidential information as defined by law.
The Public Finance Transparency Committee, established within the Department of the Treasury, will consist of 13 members, including representatives from the State Treasurer's office, the Chief Technology Officer, and various State agencies, as well as public and legislative members. The committee's responsibilities include advising the State Treasurer on the website's development and accessibility, recommending additional data for inclusion, and gathering public feedback to enhance the website's functionality. The committee is also required to produce an annual report detailing the website's progress and user feedback. The act will take effect immediately, although the website's accessibility requirements will not be enforced until seven months after enactment.
